Final Report on the FAIR Data Publisher - A Foundation for Interoperable Data Spaces in Europe

With the completion of the FAIR Data Publisher project, MISSION KI presents the results of a key initiative within its work on data ecosystems. Under the leadership of the Gesellschaft für wissenschaftliche Datenverarbeitung mbH Göttingen (GWDG), 18 partners developed an open service architecture for FAIR Digital Objects (FDOs) – building blocks for secure, standardized, and interoperable data exchange across sectoral and national boundaries.

The newly published final report consolidates two years of development work toward establishing a common data language for research, public administration, and industry. FDOs make information uniquely identifiable, machine-readable, and legally compliant to use – regardless of where it is stored or which system it originates from.

The architecture was tested in five application domains: from digital medicine to industrial manufacturing and robotics, all the way to complex systems and quantum computing. In all areas, FDOs demonstrated how they can facilitate access to previously unused datasets (dark data) while enhancing transparency, traceability, and reusability — for example in research data, production processes, or digital twins.

In addition to the technical implementation, the legal and economic dimensions of the architecture were also thoroughly assessed. The report shows how FDOs can be aligned with existing regulatory frameworks — such as the GDPR, the Data Act, and the Data Governance Act — and outlines the potential they offer for new business and operating models. The recommendations provide impetus for further transfer into public data infrastructures, research institutions, and enterprises.
